AR refutes allegation as baseless
ITANAGAR, Dec 28: Assam Rifles (AR) on Wednesday refuted the allegation leveled against it by All Arunachal Students' Union (AAPSU) that the army (AR) were responsible for the December 22 Wakka fire accident.
AAPSU in a press conference had blamed AR for the fire devastation and claimed that the youths from the village were engaged in clearing the jungle alongside the BRTF road on the fateful day.
The apex students' body stated that had the boys been in the village and not engaged by the Assam Rifles, they could have atleast saved some of the houses. The disaster would not have been this large scale.
Describing the allegation as incorrect and unsubstantiated, AR clarified that the village youths mentioned in the report were engaged in routine activity under the supervision of village committee and not under the Assam Rifles.
"The fire incident is an unfortunate incident and loss of a life is regrettable. However, correlating it with Assam Rifles is totally wrong and baseless," the AR release said.
"On the contrary, the troops of Assam Rifles extended all possible help in the trying circumstances to extinguish the fire and provided meals and refreshments and immediate medical aid to 62 villagers," the release added.

Aggressive China emerging

The tension between China and US is rising over Taiwan. Ever since President elect Donald Trump spoke directly with Taiwan's President Tsai Ing-wen the tension has been rising. The move breached the diplomatic "one-nation" protocol that recognises there is only one state called China, which incorporates Taiwan. China has reacted strongly and has been flexing military muscle. The Chinese is sending message to US in the form of a naval force demonstration, as a group of Chinese warships that included the country's only aircraft carrier, made their way to the South China Sea after passing south of Taiwan in a "routine" exercise.

China also claims most of the South China Sea through which about $5 trillion (£4.07 trillion) in shipping trade passes every year. Neighbours Brunei, Malaysia, Philippines, Taiwan and Vietnam also have claims. The dragon has serious dispute with other neighbours like India and Japan over land and water territories. Recently when India tested an intercontinental ballistic missile capable of hitting target deep inside China, they reacted negatively. Amassed with massive wealth owing to its strong economy, China has been massively upgrading its military. They are flexing both military and financial muscle.  India should be deeply alarmed by the confrontational stand adopted by China. The neighbouring country claims large part of Arunachal Pradesh state and has been refusing to recognize present international boundary. India will have to tactfully deal the new emerging power centre of Asia. Aligning with US and Japan is an option but it can further deteriorate the relation. With Donald Trump readying to take over as US President next month, the world might witness more aggressive China in days to come.

Clarification

Dear Editor,

This is in response to the Readers’ Forum article titled “Confused regarding selection method” in connection with Teachers’ Interview under Directorate of Secondary Education, which was published in today’s edition of your daily. The confusion is regarding the selection of candidates for viva in ratio of 1:3. In this regard we would like lay down following clarification.

The number of post advertised during Sept’2015 was 177, which was subsequently enhanced to 293 before the declaration of result. The enhancement was due to retirement, death, resignation, etc since advertisement in Sept’2015.The same was notified vide no. ED2/DSE/290/APT/2015 Pt. Dated Itanagar the 06th Dec’2016 before declaration of the result.

Now, in TGT (Accountancy), the vacancy advertised was 5, which was later enhanced and notified to 8 before declaration of results. Against 8 vacant posts of TGT (Accountancy), the required number of candidates needed for calling in viva-voce in ratio of 1:3 is 24. However, candidates who appeared the written exam in TGT (Accountancy) and manage to qualify for viva-voce by securing minimum 33% of marks is only 7 candidates. Failed candidates securing less than 33% marks cannot be included in list of selected candidates for viva, which was clearly mentioned in the Advertisement No. ED2/DSE/290/APT/2015 Dated Itanagar the 10th Sept’2015 at SI. No. IV. This explains why 1:3 ratio could not be maintained and less number of candidates i.e. only 7 have to be called for viva voice in TGT (Accountancy). There are more similar cases, where the numbers of qualified candidates are less than actual candidates required for viva voice. In Physics and Mathematics, the number of qualified candidates is even less than the actual vacant posts.

Similarly in PGT (English), the number of posts advertised was 5 which were later enhanced to 9 due to retirement, death, resignation, etc. The number of PGT (English) candidates required for viva-voce in ratio of 1:3 is 27. However, 28 candidates instead of 27 have been called for interview. The reason is that 2 candidates have secured equal marks and therefore both have to be included in the list of 1:3 selected candidates for viva. There are more similar cases of even more than 2 candidates securing the same marks.

Yours,

Gania Leij

Re-conduct the JE exam

Dear Editor,

This is in response to the letter published in the Reader’s Forum column under the headline “OPEN LETTER TO THE CM” published today in your daily. In the letter the writer has clearly exposed the real motive of the engineers of WRD Department to realize their already fixed result in violation of Govt orders for recruitment of Junior Engineers. In fact had the said recruitment Exam/Interview been conducted by the APPSC, the result could have been altogether different. The poor and hard workers could have found their place. But see the result notification No. WRD/l/1338/2004(Pt- l)/c, dated 18.12.16. About 65% of appointees belongs to the two major communities of state.  They are kith and kin and relatives of the officers of WRD department who managed the recruitment.

This is an open loot of Govt jobs depriving the deserved aspirants who toiled day and night and spent huge amount in their studies and coaching. This is a bad example and dangerous exercise and nobody will have faith in future interviews. As an aspirant, I too had met Chief Engineer WRD L.Angu, SE K.Borang and Exam incharge Modi sir. They told us that the result will be purely on merit and evaluation will be done outside the state carrying different Roll numbers of the Department to maintain 100% secrecy. But after seeing the result, it’s completely a different story. It is known that the exam/interview was match fixed. Either the questions with answers were leaked to selected ones prior to the examination or the selected ones were secretly arranged to re-write their answer scripts after the examination replacing their original ones. And for RTI seekers, these unscrupulous officers have already prepared and kept ready the documents in order. In the last 5-6 months they were busy in such illegal activities to cover their sins. Infact all Officers from CE ,SE, SSW to JE who conducted the exams belongs to a particular community and they appointed their kith and kins and near relatives which made mockery of whole recruitment process.

Hence, I would like to request HCM to declare the result notification as null and void and demand for early cancellation of appointment orders for JE WRD department. Since it’s a big scam, all relevant documents may be seized from concern officer and case may be handed over to SIC to unearth the truth. In addition to this, I would like to suggest for re-conduct of the written and viva interview by an independent body like APPSC.

Let there be free and fair recruitment

Dear Editor,

After much hue and cry, allegations and counter allegations result of TGT &PGT exam held in month of August 2016 was declared on 23rd December 2016. It's a great sigh of relief especially for candidates like me who have rigorously studied and worked hard. But there are slight confusions and doubt as in many concerned subjects, department hasn't followed recruitment norm of 1:3 ratio for viva voice.

Also there are rumours that some officials in department are accepting money for TGT and PGT from the candidates. Therefore, I request department to conduct interview in free and fair manner and select only the deserving candidate.

Yours,

Aspiring candidate
